РЕГІОНАЛІЗМ ЯК НАПРЯМ МОРСЬКОЇ ПОЛІТИКИ УКРАЇНИ: ОНОВЛЕННЯ ПРАВОВОГО ЗАБЕЗПЕЧЕННЯ

У статті висвітлюються та аналізуються можливості регіонального та субрегіонального співробітництва як одного з основних напрямів оновлення та розбудови сучасної морської політики України. Це є актуальним з огляду на підвищення уваги до євроінтеграційного розвитку держави. Зважаючи на обмеженість правових наукових досліджень, завдання статті полягає у визначенні концептуальних засад оновлення правового регулювання співробітництва у Чорноморському регіоні. У межах статті проаналізовано передумови, сучасний стан та шляхи розгортання участі України у морському напрямі роботи ОЧЕС, ЄС та TRASECA. У статті проаналізовано правове забезпечення такого співробітництва та виявлено, що його основу складають регіональні угоди, укладені наприкінці 2000-х років, та які вимагають оновлення і приведення у відповідність до існуючих викликів та загроз. При цьому внутрішньонаціональні зусилля до його ефективного розгортання також не повинні припинятися, поєднуючись з прагматизмом політичних ініціатив. Класифіковано фактори розвитку регіональної взаємодії у Чорноморському регіоні. До їх кола віднесено такі: спільна участь держав регіону у міжнародних угодах всесвітнього характеру; аудит та оновлення існуючих регіональних домовленостей; вироблення морської політики, здатної переважити політичні амбіції та встановити атмосферу взаємної поваги і партнерства заради миру і розвитку.Посилання
